PURPOSE: A highly heat-resistant rubber foam insulator is provided to improve heat resistance and fire retardant characteristic compared with an existing synthetic rubber insulating material and to enable foaming using synthetic resin rubber. CONSTITUTION: A highly heat-resistant rubber foam insulator is formed by: aging a first master batch compound; adding 0.01~1 weight% sulfur, 0.1~5 weight% vulcanization accelerator and 5~15 weight% foaming agent; and extruding and foaming the resultant. The first master batch compound includes 20~40 weight% ethylene-propylene-diene copolymers, 0.1~5 weight% isobutylene isoprene rubber, 1~5 weight% silicon rubber, 1~10 weight% ethylene vinyl acetate, 10~30 weight% filler, 1~5 weight% silane coupling agent, 10~30 weight% filler, 0.1~2 weight% antioxidant, 5~15 weight% lubricant and 5~15 weight% flame retardant.
