PROBLEM TO BE SOLVED: To suppress the pixel rate of an original moving image while making it possible to output a moving image high in resolution and frame rate even if an area, where a rate of image change per unit time is high, is large. SOLUTION: The moving image capturing apparatus comprises: an imaging means 1 which images frames constituting a moving image and outputs image data in all imaged regions or in a region designated by designation region information in all the imaged regions; a varying region setting means 2 for setting a region including a pixel having a remarkable change per unit time as a varying region based on at least two image data items in all the regions output from the imaging means; and a designation region setting means 3 for designating a region of a predetermined size within the varying region for every frame outputting image data in the region designated by the imaging means 1, and outputting information indicating a range of the region of the predetermined size to the imaging means 1 as the designation region information.
