PROBLEM TO BE SOLVED: To provide a technology and a mechanical device for processing branches and leaves mainly comprising a treetop part having no utilization value to be left and wasted after the collection of timber in forestry, or young thinned wood or the like into biomass fuel as a forest resource. SOLUTION: The mechanical device for manufacturing the biomass fuel includes a heating distiller 6, a steam generator 7, a vapor cooler 8, a steam pipe 9 and a pressing machine 10. Bark obtained by finely cutting the branches or the leaves mainly comprising the treetop of a tree or the young thinned wood is filled in the heating distiller 6, the steam generated in the steam generator 7 is introduced into the heating distiller 6 through the steam pipe 9A to perform heating and distilling, and the resultant vapor is introduced into the vapor cooler 8 through the steam pipe 9A and cooled to recover essential oil of a biomass liquid. The bark is pressed and molded in the pressing machine 10 pressure-molding the bark without taking it out from the heating distiller 6 to obtain woody block fuel as the biomass solid fuel.
