PROBLEM TO BE SOLVED: To reduce the influence of stray capacitance due to wiring between a pad with an oscillator externally attached thereto and an internal circuit, in a semiconductor integrated circuit for providing an oscillation circuit by externally attaching an oscillator thereto. SOLUTION: The semiconductor integrated circuit includes: a semiconductor substrate; an inverter 32 including an input terminal connected to a first pad P1 through a first resistor R1 and a first capacitor CAC, and an output terminal connected to a second pad P2 through a second resistor R2 and a third resistor RD; a feedback element 33 connected between the inverter input terminal and the connection point of the second resistor R2 and the third resistor RD, and constituting an oscillation block with the inverter; a second capacitor CGconnected between the connection point of the first resistor R1 and the first capacitor and substrate potential, and arranged between the first pad and the oscillation block; and a third capacitor CDconnected between the connection point of the second resistor R2 and the third resistor RD, and the substrate potential, and arranged between the second pad P2 and the oscillation block.
