A method for realizing usage monitoring control is provided in the present invention. The method includes: according to the obtained total permission usage shared by multiple users, a Policy and Charging Rules Function (PCRF) establishes usage monitoring policy for every IP Connectivity Access Network (IP-CAN) session or service data stream that shares the total permission usage, then the PCRF sends the usage monitoring policy to a Policy and Charging Enforcement Function (PCEF) (200); based on the usage monitoring policy sent by the PCRF, the PCEF performs the usage monitoring and reports the usage to the PCRF (201); after the usage reported by the PCEF is received, the PCRF deducts the consumed usage from the total permission usage shared by multiple users (202). A system for realizing usage monitoring control is also provided in the present invention. By using the solutions of the present invention, when the total permission usage is shared by multiple users, the PCRF simultaneously performs the usage monitoring to multiple users according to the total permission usage, and the conflict of policy charging control is avoided.
