<P>PROBLEM TO BE SOLVED: To protect a voltage monitoring device by preventing a negative power supply voltage to be applied from being out of a rated voltage range of the voltage monitoring device. <P>SOLUTION: The voltage monitoring device includes: a voltage transmission circuit having a differential amplifier which is installed on each of a plurality of fuel cells; a minimum value detection circuit which obtains a minimum voltage Vmin based on each voltage of the plurality of fuel cells transmitted by each differential amplifier; a power supply part; and a control part.
