PROBLEM TO BE SOLVED: To provide an organic solid membrane capable of preventing deterioration thereof and capable of shortening the light emission response time, and to provide an electrochemical light-emitting element, an electrochemical light-emitting device, a method of manufacturing the electrochemical light-emitting element and a method of driving the same. SOLUTION: The electrochemical light-emitting element 20 includes: a pair of electrodes 21 and 22 facing each other; and a light-emitting layer 23 pinched between the pair of electrodes 21 and 22. Among them, the light-emitting layer 23 is formed of an organic solid membrane 10. In the organic solid membrane 10, an ion liquid and a light-emitting organic material are mixed.
