The transformer (1) has a connecting element (9) comprising a connecting tube (14) that connects a sub-wave body (7) and a trans-wave body (8) as a communicating connection tube. The sub-wave body and the trans-wave body include two balloons (10) whose balloon skins (11, 13) comprise two electro-active polymer films (5). Volume of the trans-wave body is less than volume of the sub-wave body, where focal point of the transformer is arranged below a sea level. A lifting body is fixed on the connecting tube under water.
