PROBLEM TO BE SOLVED: To provide an emergency information distribution system capable of distributing emergency communication information, and to provide a transmitter and a receiver used for the system. SOLUTION: The emergency information distribution system 1 which distributes time information distributed in a wide range transmits emergency communication information distributed by including information for emergency by using a protocol which is different from a protocol for distributing the time information, and by using a frequency band including the frequency of a standard radio wave for distributing the time information.
