PROBLEM TO BE SOLVED: To obtain a joy stick which is more strong as compared with a conventional stick, prevents performance from being deteriorated and can obtain high reliability even in a severe environment. SOLUTION: A method for forming a control device includes a step for positioning a magnet and a shaft in a die and a step for die-casting zinc around the magnet and the shaft. The magnet is sintered as a C-shaped magnet having both opposing ends forming a slot along a C-shaped body. An anti-rotate pin is positioned in the die and at least a part of the pin is inserted into the slot. Zinc is die-casted around the magnet, the shaft and the anti-rotate pin.
