PROBLEM TO BE SOLVED: To shorten time for reel replacement work in the case of repeatedly carrying out processing for winding an electronic component holding carrier tape on a reel with reel replacement work interposed in the course of the processing. SOLUTION: An apparatus and a method for manufacturing the electronic component holding carrier tape roll 1 include rotating the reel 10 having a core part with a length in a center axis direction that can wind the electronic component holding carrier tape 20 in a plurality of rows, around the center axis of the core part as the center, and changing the positional relationship between the reel 10 and a front portion wound around the core part of the reel 10 out of the electronic component holding carrier tape 20 when the reel 10 is rotated, to wind the electronic component holding carrier tape 20 in the plurality of rows around the core part of the reel 10 while changing the position in the center axis direction of the core part of the reel 10.
