PROBLEM TO BE SOLVED: To provide a technique with which an image with high quality is formed by preventing a pattern from spreading, in an image forming apparatus and method in which an electrostatic latent image is developed with a liquid developer containing a liquid carrier and a toner. SOLUTION: The image forming apparatus includes: an image carrier 21 composed of an amorphous silicon photoreceptor; a developing unit 24 to develop the electrostatic latent image on the image carrier by using the liquid developer containing the liquid carrier and the toner; squeeze parts 251, 261 to be abutted with the image carrier which has been developed by the developing unit and to squeeze the image carrier; a discharging unit 28 to discharge the image carrier which has been squeezed by the squeeze parts; and a transfer unit 271 to bring a transfer medium into contact with the image carrier discharged by the discharging unit with a contact pressure equal to or lower than that of the squeeze parts toward the image carrier and to transfer the image on the image carrier to the transfer medium.
