The present invention provides a peptide micelle formed from a peptide comprising a certain number of arginines and hydrophobic amino acids. In addition, the present invention provides a drug delivery vehicle comprising the peptide micelle of the present invention, and a nucleic acid hybrid composite further comprising hybrid nucleic acids. Since the peptide micelle comprising an arginine-based short peptide according to the present invention shows low toxicity and has nucleic acid transfer efficiency higher than or similar to that of polymer vectors of which the use had been considered in the prior art, the peptide micelle is useful as a safer nucleic acid therapeutic agent.
