PURPOSE: A device and method for evaluating the soundness of a tap changer are provided to continuously confirm the soundness of the tap changer by storing the calculated contact abrasion at each tap. CONSTITUTION: A transformer(100) includes a tap changer(110), an output voltage detector(120), and a tap changer controller(130). The tap changer is mounted on the transformer to control the output voltage of the transformer. The output voltage detector detects the output voltage outputted from a secondary winding. A tap changer controller includes a relay(131) and a controller(133). The relay outputs the changed current or resistance values to the controller and a soundness evaluating device(200).
