<P>PROBLEM TO BE SOLVED: To provide an image compression device and process that improves the conversion rates for encoding digital images between an uncompressed and compressed data standard. <P>SOLUTION: There is provided an embodiment of a data compression encoder (38) for use with the discrete cosine transform compression process (48). Compression using the discrete cosine transform is enhanced by utilizing a prediction engine (46) that breaks the data received into predicted and unpredicted parts. The predicted parts are excluded from the discrete cosine transform, thereby reducing the time required to compress a file. The prediction engine relies, in part, upon look-up tables that are used to determine the predicted blocks.
