PURPOSE: A base material substrate which is coated with catalyst for CNT growth or C, CNT, and fullerene, and a manufacturing method thereof are provided to manufacture a radiating board of high thermal performance for LCD. CONSTITUTION: A base material substrate which is coated with catalyst for CNT growth or C, CNT, and fullerene comprises next. A base material substrate of a radiating board forms an aluminum oxide(Al2O3) film on an aluminum substrate using a plasma electrolytic oxidation method. The base material substrate of the radiating board submerses a catalyst metal for promoting the growth of carbon nanotube. The catalyst metal is composed of Fe, and one of Co and Ni.
