<p><P>PROBLEM TO BE SOLVED: To normally provide a signal to a wireless terminal even if a confronted terminal transmits a signal addressed for the wireless terminal just after hand-over between access point devices. <P>SOLUTION: This access point device comprises a radio channel switching means for switching a radio channel when a wireless terminal performs hand-over from another access point device to the relevant access point device, and a dummy signal transmitting means which forms a dummy signal including address information of the wireless terminal as a communication source and transmits the dummy signal so as to reach or pass one or more exchanges accommodating access point devices when switching the radio channel. Each of the exchanges updates management information regarding the built-in wireless terminal in response to the dummy signal.
