PURPOSE: A grating with a cover and a waterspout including the same are provided to prevent flooding by opening a counter flow opening and closing member by buoyancy. CONSTITUTION: A grating with a cover comprises a grating(120) and a girth cover(110). The grating is placed on a projection(2) formed on the top of an inlet well(1). The girth cover installs to the circumference of the top surface of grating. A plurality of fitting grooves is formed on the lower part of the girth cover and fixed to the girth of the grating. The girth cover is made of a light emitting material.
