Disclosed is a dye-sensitized solar cell which is flexible and free from problems such as short-circuit. Specifically disclosed are: a dye-sensitized solar cell which is free from problems such as short-circuit even in cases where a flexible base is used; and a method for manufacturing the dye-sensitized solar cell, which is capable of easily manufacturing the dye-sensitized solar cell at low cost. The dye-sensitized solar cell is characterized in that: an insulating layer is formed on the surface of a base for a dye-sensitized solar cell and/or a counter electrode base; the insulating layer is formed in a region that surrounds a porous layer formation region, on which the porous layer is formed, and faces the base for a dye-sensitized solar cell and the counter electrode base; and the insulating layer has an outer lead portion that leads from the inside of the porous layer formation region to the outside.
