The system has an electrically-driven pumping unit (31) pumping water from a water collecting tank (11), where water retained in the water collecting tank flows into an inflow line (16). Another water collecting tank (21) is connected with larger water volume (15). A connection line (26) extends out from the former water collecting tank, and is attached with the pumping unit. The pumping unit pumps the water from the former water collecting tank into the latter water collecting tank, where the water is made to flow back into the larger water volume. An independent claim is also included for a method for generating an electrical energy from a hydroelectric power.
