PROBLEM TO BE SOLVED: To provide a failure determining device that detects a failure even in a device in which a lot of periodic changes occur in the temporal change and tendency thereof cannot be easily quantified and formulated.

SOLUTION: The failure determining device 10 includes a collecting section 11, a temporary storage section 12, a classified data storage section 13, a classifying section 14 and a failure determining section 15. In a first phase, a category to which the manufacturing data to be determined belongs is determined. In a second phase, whether the manufacturing data has deviated with the change of time in the category to which the manufacturing data belongs is monitored to determine a failure or not.
