<P>PROBLEM TO BE SOLVED: To assure a predetermined processing period of time by an image-information encoding apparatus and its decoding apparatus. <P>SOLUTION: The image-information encoding apparatus and its decoding apparatus can assure the predetermined processing period of time; by regulating inputted and outputted data values in a CABAC (Context-based Adaptive Binary Arithmetic Coding) encoder and decoder within such encoding unit as one picture, a slice, a macroblock, or a block; and by encoding non-compressive image data.
