PROBLEM TO BE SOLVED: To provide a handle device capable of easily gripping a handle by, for example, a low stature person, when closing the back door, and easy in installation to a back door without requiring installation of a part to a vehicle body (a body), and to provide a vehicle having the handle device. SOLUTION: This handle device includes: a rail member 12; a weight member 13 and a first direction changing member 14 sliding on the rail member 12; a winding member 15; a second direction changing member 16; a first connection member 17 for connecting the winding member and the weight member; a second connection member 18 for installing a base end part in the weight member 13 and extracting the tip side to the outside of a back door trim via the first direction changing member 14, the second direction changing member 16 and an extraction port of the back door trim in the periphery of the second direction changing member; and a handle 19 installed in a tip part of the second connection member 18.
