The device has a conductivity measuring device (14) i.e. conductometer, and a flow rate measuring device (15) i.e. fan-flow meter, comprising electric signal lines connected to an electric control unit, where electric signals of the conductivity- and flow rate measuring devices are coupled with each other in the control unit. The control unit is connected to a shut-off device (16) e.g. magnet valve and motor-driven gate valve, that blocks pipe cross-section of a water pipe (11). A sieve (17) is arranged in a region of an inlet (12) and/or an outlet (13) of the water pipe. An independent claim is also included for a method for monitoring water flow rate through a water pipe.
