PROBLEM TO BE SOLVED: To manufacture modified charcoal which is excellent in an effect of improving hardness of coke and is excellent in combustion performance. SOLUTION: The method for modifying coal includes: mixing a non-hydrogen donor solvent with coal; pressurizing and heating the mixture of the coal and the non-hydrogen donor solvent; generating a first liquid phase component in which an undissolved component of the coal and a soluble component of the coal are dissolved in the non-hydrogen donor solvent; cooling the first liquid phase component after separation, thereby extracting a part of the soluble component of the coal from the non-hydrogen donor solvent to generate and separate a first solid-phase component and a second liquid phase component as the balance; and further separating the non-hydrogen donor solvent from the second liquid phase component, thus generating the second solid-phase component.
