<p><P>PROBLEM TO BE SOLVED: To provide a CO<SB>2</SB>recovery system in which heat energy necessary for recovering CO<SB>2</SB>is reduced, and a CO<SB>2</SB>absorption liquid. <P>SOLUTION: In an embodiment, the CO<SB>2</SB>recovery system includes an absorber, a regenerator, and a circulation tool. The absorption liquid includes an aqueous solution of an amine having an alcohol group, and dimethyl silicone oil in which a part of methyl groups is substituted by at least one group selected from among an aminoalkyl group, a carboxyl group, and a hydroxyl-containing alkyl group. The absorber makes a combustion exhaust gas of a fossil fuel contact with the absorption liquid for the absorption liquid to absorb CO<SB>2</SB>, which is contained in the combustion exhaust gas. The regenerator releases CO<SB>2</SB>by applying thermal energy to the CO<SB>2</SB>-absorbed absorption liquid.
