PURPOSE: An apparatus and method for transmitting and receiving a reference location signal in a mobile communication system are provided to ensure the accuracy of location measurement. CONSTITUTION: A control unit(1510) determines a cell identifier for the plural segments included in a base station, and confirms the resources allocated to the plural segments by using the cell identifier in an LBS zone configured in advance. A transmission and reception unit(1500) a reference location beacon signal to a terminal through the confirmed resources. Plural segments receive identical resources and transmit identical signals.
