PROBLEM TO BE SOLVED: To secure a specific area including residential area to ensure security against a suspicious person in the area as well as those outside the area. SOLUTION: Each resident in a residential area 11 has an ID terminal T. A specific area is set to include the residential area 11, and a security area is set in the specific area. A security level is set in the security area. The setting information is stored in a setting information storage part 34. A plurality of human sensors 41 and ID communication equipment 43 are set in the specific area. When a person is sensed by the human sensor 41, a management server 31 identifies a resident according to whether or not a preregistered ID code has been received.
