<p><P>PROBLEM TO BE SOLVED: To provide a traffic flow control device for effectively suppressing traffic jam in a main road and a plurality of merging paths connected to the main road. <P>SOLUTION: A traffic jam prediction unit 51 predicts traffic jam at a sag part S on the main road M to which a plurality of merging paths W<SB>1</SB>, W<SB>2</SB>, ... are connected on the upstream side of the sag part S.
