The photographing device comprises: an available value storage unit; a photographing frequency data storage unit; a manager that generates a photographing permission signal or a photographing prohibition signal by comparing an available value with the photographing frequency; a power supply control signal generator that generates a power supply control signal by responding to the photographing permission signal; a photographing counter that forms photographing frequency data on the basis of the input of the power supply control signal; a light source that irradiates light according to the power supply control signal; and a sensor that receives the light passing through a subject by being irradiated from the light source.
