PROBLEM TO BE SOLVED: To provide a new method for coating a substrate which holds adhesion of a coating film to a substrate, when forming the coating film containing a fluorine-based resin on the substrate. SOLUTION: On the substrate, a first coating film is formed which is made of a first coating material, at least one of acrylic silicone based coating material and a coating material containing a silane coupling agent. And then, on the first coating film, a second coating film is formed which is made of a second coating material containing a fluorine resin, hardening agent, and silicate compound. Alternatively, on the substrate, a coating film is formed which is made of a coating material containing a fluorine resin, hardening agent, silicate compound, and silane coupling agent.
