Disclosed are: an optical element device from which heat is easily dissipated and which can prevent short circuiting between electrodes; and a production method therefor. In one example, an optical element is disclosed which comprises: a substrate having an insulating layer traversing there-through and a plurality of zones which are spaced apart by the insulating layer and are electrically independent from each other; an optical element formed on the upper part of the substrate; an electrically conductive wire for electrically connecting the optical element and at least one zone on the substrate; and a protective layer which is formed on the upper part of the substrate in such a way as to enclose the optical element and electrically conductive wire on the inside.
