PROBLEM TO BE SOLVED: To provide an emulsifier, i.e., a compound comprising a≤6C perfluoroalkyl group showing a low degree of bioaccumulation and having emulsification capability as good as ammonium pentadecafluorooctanoate of excellent emulsification capability. SOLUTION: The emulsifier includes a polyfluoroalkyl phosphonate represented by the formula: C<SB>n</SB>F<SB>2n+1</SB>(CH<SB>2</SB>CF<SB>2</SB>)<SB>a</SB>(CF<SB>2</SB>CF<SB>2</SB>)<SB>b</SB>(CH<SB>2</SB>CH<SB>2</SB>)<SB>c</SB>P(O)(OM<SP>1</SP>)(OM<SP>2</SP>), as its effective component (wherein M<SP>1</SP>represents a hydrogen atom, alkali metal, an ammonium salt group or an organic amine salt group; M<SP>2</SP>represents alkali metal, an ammonium salt group, or an organic amine salt group; n represents an integer of 1 to 6; a represents an integer of 1 to 4; b represents an integer of 1 to 3; and c represents an integer of 1 to 3). An aqueous solution or an organic solvent solution prepared from the emulsifier can effectively be used in emulsifying perfluoropolyether oil or a perfluorocarbon compound.
