Disclosed is a wireless communication system comprising: a first communication device which performs spectral shaping for a frequency signal and transmits the frequency signal; and a second communication device which receives the signal transmitted by the first communication device. The second communication device has: a frequency averaging unit which forms into blocks at a plurality of discrete frequencies the information relating to the gain of the transmission power required for spectral shaping by the first communication device; a quantizer which quantizes the representative value of each block; and a transmitter which transmits the quantized signal.
