PROBLEM TO BE SOLVED: To provide a toner that does not generate desorbed fine particles causing an image defect, do not damage the fixability, and strike the balance between high transferability and high cleanability; and to provide a method of manufacturing the toner. SOLUTION: The method of manufacturing toner includes: a step of sticking resin fine particles having a volume average particle size of 5% or larger and 17% or smaller of the volume average particle size of toner mother particles, to the toner mother particle surfaces; and a step of plasticizing the toner mother particles and the resin fine particles by applying a mechanical impact force while spraying the lower alcohol, fusing the resin fine particles to the toner mother particle surfaces, and forming a plurality of projections formed of the resin fine particles on the toner mother particle surfaces.
