PROBLEM TO BE SOLVED: To properly reduce the losses due to the actuation of a converter that carries out voltage conversion. SOLUTION: A carrier generating unit 112 generates a carrier signal, used for controlling a converter having a switching element and a reactor and includes an amplitude-calculating unit 112C, a loss-calculating unit 112D and a frequency-determining unit 112E. The amplitude-calculating unit 112C calculates the amplitude of the ripple component of a current flowing through the reactor as a function of a carrier frequency, by using the inductance L of the reactor and an input voltage VL and an output voltage VH to and from the converter. The loss-calculating unit 112D calculates each energy loss generated in the reactor and the energy loss generated by the switching element as a function of carrier frequency, by using the ripple component amplitude calculated by the amplitude-calculating unit 112C.
