PROBLEM TO BE SOLVED: To recognize the construction state of a tree structure from the outside. SOLUTION: From a router 2 or an end device 3, a set of own identifier and network address is cyclically reported as device information to a coordinator 1. In the coordinator 1, when predetermined time elapses without change in the set of the identifier and the network address, whose notification is performed as the device information, the connection state of a device of the notification origin of the device information is determined as "stable connection" and the determined connection state is written in a memory. Thus, depending on whether all the devices configuring the tree structure are turned to the "stable connection", whether the optimization of the tree structure has been completed can be recognized from the outside.
