Disclosed is a wireless base station (eNB) which avoids a reduction in the peak rate of the uplink whenever possible and is provided with a scheduling unit (12) adapted to assign PUCCH resources, PUSCH resources, and PRACH resources to the mobile stations (UE) in the subordinate cells, wherein the scheduling unit (12) is further adapted to use either a PUCCH resource or a PRACH resource, or both, as a PUSCH resource when a cell has only one mobile station (UE) therein.
