PROBLEM TO BE SOLVED: To improve the degree of freedom in a combination of programs as distribution units.

SOLUTION: A sale management device includes a transmitting means for displaying list information of one or more programs and transmitting a registration request including configuration information of a group composed of a combination of a plurality of programs selected out of the list information, to a license management device; a merchandise registering means for receiving the input of license information for the group and associating the license information with the group to record them as merchandise information in a merchandise information storage means; and a sale management means for sending, as a reply, a list of merchandise information recorded in the merchandise information storage means upon receiving a program purchase request. The license management device includes a group information storage means for storing the configuration information included in the registration request.
