PROBLEM TO BE SOLVED: To provide a relay apparatus and a relay method which maintain communication quality in relay between networks with different priority control systems. SOLUTION: A first relay means 11 classifies communication data received from WiFi into a class of priority in a first priority control system, outputs the communication data to a second relay means 12 via a conversion means 13, and the second relay means 12 classifies the obtained communication data to a class of priority in a second priority control system corresponding to the class of priority in the first priority control system to be transmitted to WiMAX.
