PROBLEM TO BE SOLVED: To provide a cage for a roller bearing capable of housing an end of a roller, which is displaced from a normal position of a holding hole for holding the roller, into the holding hole more easily than a conventional one, and to provide a roller bearing. SOLUTION: This cage for a roller bearing includes a plurality of holding holes 2c, which rotatably hold a needle-like roller 4, along the circumferential direction. The roller holding hole 2c has a recess 210b in an inner surface thereof facing one end of the needle-like roller 4, for housing the one end of the needle-like roller 4 into the inside of the roller holding hole 2c from the outside, in a state where the other end of the needle-like roller 4 housed in the roller holding hole 2c.
