PROBLEM TO BE SOLVED: To provide technology that eliminates the need of an interface between radio communication parts (RAT) and facilitates a change in the radio communication parts. SOLUTION: Provided is a mobile terminal device including: a plurality of radio communication parts for performing radio communication by respectively different communication systems; a radio resource that the radio communication parts need to execute radio communication; and an permitting part for permitting a radio communication part that does not execute radio communication to use the radio resource during a time zone for stopping radio communication on the basis of acquired information and to execute the measurement of a receiving level in the case of acquiring the information of the time zone for stopping radio communication from a radio communication part that currently executes radio communication.
