PROBLEM TO BE SOLVED: To facilitate identifying the causes of voltage imbalance of a three-phase power distribution line. SOLUTION: A method includes the steps of: acquiring first voltage measurement information indicating a change in a voltage value during a predetermined period at a first measurement point on a three-phase power distribution line 13; acquiring second voltage measurement information indicating a change in a voltage value during the predetermined period at a second measurement point on the three-phase power distribution line 13; acquiring power consumption amount information 211 indicating a change in a power consumption amount during the predetermined period of a consumer's load 12 connected between the first and second measurement points of the three-phase power distribution line 13; generating a first voltage imbalance rate 212 during the predetermined period on the basis of the first voltage measurement information; generating a second voltage imbalance rate 212 during the predetermined period on the basis of the second voltage measurement information; generating voltage imbalance rate difference information 213 indicating a change in the difference between the first and second voltage imbalance rates during the predetermined period; and obtaining correlation between the power consumption amount information and the voltage imbalance rate difference information.
