The present invention relates to a hair cosmetic composition for preventing hair loss and improving the scalp, and more specifically to one which comprises from 1 to 10% by weight of germanium, from 15 to 60% by weight of a drug extract and from 30 to 84% by weight of an additive, and which hence supplies a nutrient fraction to the scalp and pores and so has an effect whereby it prevents hair loss from progressing any further and improves the scalp and which thus can be used advantageously not only by people who are bald or have alopecia areata but also by people suffering progressive hair loss.
