<P>PROBLEM TO BE SOLVED: To provide power generation facilities utilizing a piezoelectric element which is introduced at a low cost and with a smaller space. <P>SOLUTION: The piezoelectric elements 310 to 330 are disposed between a window material 100 composing a window of a building, a window of a train, a glass plate of a Pachinko game machine or the like, and frame materials 210 to 230 supporting the periphery of the window material 100, a space between the window material and the frame materials is filled with a packing 400 as needed, and a pressure fluctuation is applied to the piezoelectric elements 310 to 330 by vibration in the window material 100. The piezoelectric elements 310 to 330 are connected to a circuit for taking out charge generated by the pressure fluctuation and an energy storage device for storing the derived charge, and power is generated based on a vibration energy generated by wind, vibration in travel of a vehicle, or the like in the window material 100 and is stored in the energy storage device.
