PROBLEM TO BE SOLVED: To provide a fluorescent lamp capable of improving luminance as well as preventing falling-off of a phosphor film, and a manufacturing method of the fluorescent lamp. SOLUTION: The fluorescent lamp 111 is provided with a glass tube bulb 101, a first phosphor layer 107 which is formed on the inner side of the glass tube bulb and has a large-particle phosphor 107a as a main component, a second phosphor layer 108 which is formed on the first phosphor layer 107 and has a small-particle phosphor 108a with the center particle diameter smaller than that of the large-particle phosphor 107a as a main component, a discharge gas 140 which is sealed inside the glass tube bulb 101, and a pair of electrodes 105 installed in the glass tube bulb 101.
