PROBLEM TO BE SOLVED: To reduce errors in transmitting emergency information to users due to a failure of a display device or a network line and the like when an emergency arises, such as a disaster. SOLUTION: A failure detection apparatus 5 comprises terminal devices of a general printer and the like, such as a control unit 43, a storage unit 45, a temporary storage unit 47, a display unit 51, a voice output unit 53, a video output unit 55, a printing unit 57, a communication unit 61, and an operation unit 63, as well as a failure detection unit (sensor) 41 connected to the control unit 43 to transmit a failure detection signal to the control unit 43. The failure detection unit 41 comprises either of or a combination of a seismic intensity sensor, an acceleration sensor, an atmospheric pressure sensor, a gas sensor, a radiation sensor, a water leakage sensor, a temperature sensor, a fire sensor and the like, to detect whether a failure has occurred or not, and to transmit a failure detection signal to the control unit 43 if a failure occurs.
