PURPOSE: An apparatus for generating a thumbnail image based on H.264 is provided to generate an intra predicting block in a converting area, thereby directly generating a thumbnail image of the image based on H.264 in the converting area. CONSTITUTION: A prediction mode determining unit(330) decides a prediction mode of a space area. A conversion area predicting block generating unit(380) generates an N×N predicted block of the converting area. A conversion area restoring block generating unit generates a restoring block of the converting area. A thumbnail image generating unit(420) generates a thumbnail image about the image. |
