PURPOSE: A developing roller for electro photographic image forming apparatus and a method for manufacturing the same are provided to embody a high quality in a low temperature and low humidity environment while preventing the generation of a ghost effect. CONSTITUTION: A developing roller(530) for electro photographic image forming apparatus comprises a shaft member(531) and an elastic member installed in the shaft member. The elastic member is formed by comprising a conductive elastic layer(532) which is contacted with the shaft member, and a conduction resin layer(533). The conduction resin layer comprises resin and a surface processed metal oxide.
