PURPOSE: A content recommending apparatus and a method thereof are provided to recommend a content based on a content expiry date information. CONSTITUTION: A variation calculator(625) calculates a section regulation rate and a period regulation rate of each content using a content use history. A selector(630) selects m contents with large variable using the calculated the section regulation rate and the period regulation rate. The selector extracts a user who uses one of the m contents. The selector selects the high ranked user by calculating the usage rate. A content recommender(635) recommends q contents with highest variation from the current content of each user.
